Vocational Rehabilitation provides assistance to veterans who have a service-connected disability of at least 20% and are in need of vocational rehabilitation.  Eligible veterans may receive up to 48 months of full-time benefits.

First Time Applicants

• If you are applying for the first time, your VA counselor must provide you with a VA form 22-1905, Authorization and Certification of Entrance or Reentrance into Rehabilitation and Certification of Status.
• If you are approved for Chapter 31, the Department of VA Vocational Rehabilitation will send you vouchers to pay for your tuition, books and necessary supplies.

Veterans Who Have Previously Used Benefits at Capitol College

• Each semester your vocational rehabilitation counselor must issue VA form 22-1905, Authorization and Certification of Entrance or Reentrance into Rehabilitation and Certification of Status.
• The Department of VA Vocational Rehabilitation will issue vouchers to you to pay for tuition, books, and supplies.

Veteran education forms are available on the US Department of Veterans Affairs website at the following address:  www.gibill.va.gov

Send your completed forms to either the Capitol College Office of Financial Aid or mail them directly to:  VA Processing Center, VA Regional Processing Office, PO Box 4616, Buffalo, New York 14240-4616.

Mailing your forms directly to the VA Payment Processing Center will expedite the application process.  If you decide to mail the form directly to Buffalo, New York, please fax a copy of what you have sent to the Veterans Administration to 301-369-2328.
