James A. Dula, PhD, president and CEO of the Prince George’s Chamber of Commerce, will talk to Capitol College students and alumni about the importance of forming good partnerships in the business world and strategies for developing successful business relationships.
Dr. Dula is known as a social-anthropologist, due to the positive results he has accomplished when working with organizations, children, youth and families. Originally from North Carolina, he is a retired Air Force Major with nearly four decades of experience as a senior manager and public administrator at various locations worldwide.
After 30 years of military service, Dr. Dula taught in the Prince George’s County Public School System where he influenced young lives by introducing a challenging college preparation and assistance program. He introduced the W.E.B. DuBois National Honor Society to the school, which now bears his name, and created additional education programs that ensured a 100-percent college acceptance rate for participating students.
Dr. Dula also taught at the college level, as an adjunct professor at Central Texas College and the University of Maryland University College, and as associate professor at the College of Southern Maryland.
From 2002–2006, Dr. Dula served as the Health and Human Services (HSS) deputy chief administrative officer for Prince George’s County. He lead the effort to open six new health centers, strategically placed health, youth and family centers in schools and communities, and created additional programs that enhanced the quality of life for county residents. He also created and opened a Youth Strategies Office to address gang issues and youth programs, a Veteran Services Center, and the first Women’s Resource Center in Prince George’s County. He received numerous awards for his work with children, families, communities and women’s organizations during his appointment at HHS.
Dr. Dula holds a bachelor’s degree in public administration, a master’s degree in public relations and communications, and a doctor of philosophy degree in public administration. He attended American World University, the University of Oklahoma, Upper Iowa University, and the University of Maryland.
He currently serves on the DuBois Honor Society Board of Advisors for the Hampton University Honors College. As the State of Maryland leadership chair for the Southern Christian Leadership Conference, he remains dedicated to serving mankind and fighting for justice for all people, and has received a myriad of awards and recognitions for his social activism in various communities.
